Former Apex town manager appointed new town manager of Zebulon for 2026

ZEBULON, N.C. (WNCN) — After an eight-month search, the Town of Zebulon has found its new manager, officials said Monday.

The Town Board of Commissioners approved the appointment of Catherine “Kathy” Crosby as town manager last Friday, Dec. 5. She will officially assume the role in February 2026, according to Zebulon officials.

“We are fully confident in this decision and believe Crosby brings the stability, leadership, and vision needed as Zebulon continues to grow,” Mayor Glenn York said in a statement.

According to town officials, Crosby began her executive public service career as the executive director of the Human Relations Council in Dayton, Oh. She then served as Chief of Staff with the City of Toledo.

After coming to North Carolina, Crosby was named town manager of Apex in 2021, a position she held until her resignation in 2023.

Crosby later served as the chief of Community Engagement & Institutional Accountability at the National Community Reinvestment Coalition, according to Zebulon officials.

“I was drawn to Zebulon because it is a diverse community navigating the opportunities and challenges that come with rapid growth,” Crosby said in a statement. “My experience cultivating healthy workplace cultures, building high-performing teams, engaging communities, and supporting organizations through change aligns well with the internal and external needs of Zebulon.

“I’m also excited to return to Wake County, where I have built strong relationships and look forward to continuing that work,” she continued in her statement. “I am honored to begin serving this community.”

Crosby will be the third town manager of Zebulon in three years.

Following the resignation of Joe Moore in June 2024, Gilbert Todd Jr. began serving as town manager that December.

During a work session meeting in April, Todd announced his resignation, citing ethical issues with actions he said he was expected to take.

Taio Jaiyeoba has served as Zebulon’s interim town manager in between both resignations. He will continue to hold the position on an interim basis until Crosby officially begins in February.
